Client Support Team
To ensure consistent communications and transparency, experienced relationship and portfolio management professionals have been selected from the SBA and Federated to work with Pool participants. The SBA and Federated teams are committed to communicating with participants on a regular basis about the Pools’ management strategies and holdings. Participants will personally see and hear more from these teams through focus groups, structured conference calls, and regular website updates.
 
The Client Support Teams will work closely with pool participants to address any immediate questions or issues that may arise and will work to make sure that you have easy access to information.
 
The Federated and SBA teams are vested in the long-term success of the Florida Prime.

Kelly Skelton
Senior Operating Officer – Financial Operations

Kelly oversees all financial operations for the State Board of Administration. Those duties include the operation of the Local Government Investment Pool, trade processing and cash management related to the Florida Retirement System portfolios, oversight of accounting information systems, accounts payable, payroll, and the purchasing card program. Kelly has been an employee of the SBA for more than 20 years.

Nina Willis
Director of Investment Operations

A long time employee of the State Board of Administration, Nina directs the Investment Operations section within Financial Operation, including the Local Government Investment Pool. Nina worked with the Florida Legislature and the Auditor General's office before joining the SBA.

Shoana Whitfield
Manager of Investment Operation

Shoana manages an Investment Operations unit responsible for trade settlements and financial operations related to FRS portfolios, legislative mandates, as well as the Local Government Investment Pool. She has many years of investment operations experience.

Michael McCauley
Senior Officer, Investment Programs and Governance

Mike is responsible for investment program client service and corporate governance activities. He coordinates investment program client service, including relationship management, communication with government and non-governmental clients and constituent groups, client advocacy, account and portfolio reporting, and oversight of externally managed portfolios.

Carsin Gavigan
Investment Operations Analyst

As the client support representative for PRIME, Carsin is the day to day contact for pool participants. She joined the State Board of Administration in 2021. Carsin earned her Bachelor’s Degree in Economics from Florida State University.
Federated Team

Heather W. Froehlich
Senior Vice President

Ms. Froehlich is Federated’s relationship manager of the State Board of Administration of Florida relationship. A 29-year veteran with Federated, Ms. Froehlich is responsible for relationship management and for coordinating the comprehensive resources across Federated that are needed to support Florida PRIME.

Paige M. Wilhelm
Senior Portfolio Manager

Ms. Wilhelm is responsible for leading the day-to-day management of Florida PRIME. A 38-year veteran with Federated, Ms. Wilhelm has more than 31 years of experience in managing money market products for Federated, including 21 years running one of the nation's largest LGIPs.

Luke Raffa, CFA
Vice-President

Mr. Raffa is responsible for on-the-ground calls to participants of Florida PRIME. He has been with Federated for 7 years and is experienced in working with cities, counties, public schools, and other types of local governments in meeting their investment and cash management needs.
